Victims must pay after almost losing a life from a negligence of a monitor net driver in centurion

There people who cause road accidents then after we as victims must pay. I had an accident on R55 road I almost died because my car was caught by a barrier fence. The driver of monitor net armed response in centurion hit me from the back my car was spinning. It's a two way line road while he was busy with his cell phone he didn't see me because I drive a black car before they can say I lost control on a straight road they must do proper investigation and see how damaged is my car. They send me a letter claiming I must pay them while I am the victim at the time my son was two months.
