Refund and negligence

I have bad experience at municipality as client whom supposed to be refunded within 5 weeks after I used the their hall in December of which municipality didn't deliver on their promises and never called me to tell me how car are they with their process and didn't allow me to complain accordingly using their internal processes. I write here for you to intervene.
