Dusty and mouldy 25kg dog food

We bought our 4 month old dog a 25kg Montego large breed puppy food at a petshop in mitchells plain ,the food however has white things on it dusty and smells mouldy ,our dog has lost alot of hair and it's like he has gotten an allergic reaction he has red spots as well .
