Contract phone

I have bought a contract phone is almost 2 months now the money was debited but the phone is locked iv tried to call them been told that they have a problem with network, ddnt even recieve any message that their phones will be locked so I don't see a need for me to have the phone while is locked can they send their courier to come take their phone and stop debuting my money, I won't advice anyone to have contract with them their service is bad.
