Tax Certificate blues

Have not been able to download my tax certificate on line, even when i have received numerous messages to say it is available. The, send me my certificate, also does not work. Calls to the help center have been pointless, they do not even have a clue what a tax certificate is. This combined with the fact that the web site has not been functioning for some time. Come on, get your *********** selves a wake up call
