Dreaded Disease yet do not qualify for cover!!!

My Dad recently had a surgery done on his eye due to a Dreaded disease illness confirmed by his doctor as well. He has a dreaded disease cover on his pension and he submitted a claim after which he was contacted stating he doesn't qualify for that. Too my understanding, A dreaded disease is a dreaded disease period...the extent to which damage is dont shouldn't really matter despite all of this, he is actually blind in one eye yet momentum refuses to pay.
