Disappointed in Momentum Insurance

My sister passed on in 2022 and she worked for a company and she received an education benefit from the company for her 2 children, Momentum Insurance has been very helpful but changed on us when we forwarded them my niece's proof of registration from when she registered at her higher education institution, from the very start they stated that they don't cover accommodation and meals expenses then on that condition my niece then app**** for NSFAS bursary and fortunately she was accepted for it, the issue now is Momentum Insurance when we sent them the fee statement so they can pay the tuition expenses they saw that there was a surplus of R29000 which was leftover from when NSFAS made payments late in January of which it was 2024 expenses, my question is why bother with NSFAS appearing on the fee statement when they have made it clear in black and white that they only cover tuition fees and NSFAS covers the accommodation costs, meals and extra costs that Momentum does not cover where was my niece supposed to live in the streets of Johannesburg?? I am disappointed in their responses from February!!
