The burning (insurance) question

I had to cancel my motor vehicle/all risks policy due to a change in circumstances. The whole transaction went well--Tawfeeq Saint was helpful and professional--but why do you only get offered your insurance at a lower rate once you advise them that you are cancelling? Four stars for Tawfeeq. Half of those for Momentum!
