Momentum agent refuses to send me a written quote

I called Momentum to request a short-term car insurance quote. At the end of the call I asked the agent to send me a written quote that I can use to shop around for insurance. The agent refused outright to send the quote. He basically denied me the right to shop for the best possible price in the market. He is tried to bully me into accepting his quote without allowing me the opportunity to find the best price. His arrogant response was that I am playing tennis ball with him and he told me about how he sells insurance to more important people that me. The attitude was outright arrogant, bullying.
