insurance doesn't want pay for damages

Around October 2015 there was a storm and our roof was damaged and de ceiling fell. We submitted our claim to the insurance company, they requested us to provide them with the quotation which we did after that they never responded and we called to find out the progress. They then said they will sent an assessor to our property which they did and after the assessor was done he the assessor told us he will sent a contractor to give us a quotation the contractor came checked and after that we waited for the feedback but nothing happened. We called again to make a follow up they told us that the assessor is still busy with the report but by the looks of things the insurance won't pay because it's poor workmanship. The gave us photos which was taken by the contractor and not the assessor. The assessor never took any photos or climbed on top of the roof. We told them that and we even provided then with the engineer certificate and the occupation certificate to indicate that the roof was 100% hence the certificate was issued. As I'm writing this we never got anything from the insurance company. When we insured our house they never came to inspect our property or
