Failure to pursue the person who caused accident

I want to voice my displeasure with regard to Momentum Short-Term Insurance for failing to pursue the person who caused the accident. I was involved in an accident whereby a motorist bumped my car while I was waiting for the traffic light to turn green. While I had the information about the place of resident and work of the guy, momentum failed to pursue this guy with information at their disposal. At one stage the excuse I got was that Momentum did not have a service provider to follow up on cases like this, what is strange is that after they appointed such a service provide no effort was made to recover the costs from the guy. When I'm looking at this , I understand that momentum doesn't care that much because even when I m not the one who caused the accident my premium goes up anyway eventually they would recover the money they spend to fix the car from my premiums. I am aware that momentum pick and choose the cases whereby they pursue to recover the money from the people who caused the accident while mine was just left to gather the dust. If this case was followed through I believe that by now my premium would have went down significantly.
