state hospitals

as a member of the ingwe option i would like to know if i chose any hospital provider. can i use any hospital or must it be on the network and were does state facilities come in if i pay to use any hospital provider do i still need to use state hospitals. if so what is the state hosspital network and what is the procedure. further how are colonoscopies and scopes covered on this option as they are not fairly communicated.
