finance department delaying to release payments

Its been almost 3 weeks now that I have been following up with them regarding my claim and the sad part its confirmed that I need to be reimbursed but the issue is the finance department that does not want to release the funds. Few weeks before the submission I called to find out what is the process and what I need to submit and was told it would take about 7 working days from submission. I submitted everything on the 28th of October and still have not received my refund, when I call in I get told that the money will be released on that day and the following day but nothing and was told will get proof of payment but still nothing. I had to call again today to be told the same story that will be done today or tomorrow morning. They clearly delay making payments but would not accept late payment, their services is bad and unacceptable.
