Double premium paid for TWO DAYS on the policy

We took up a hospital plan through Momentum Health, but two days later decided that we would rather stay with our current health care insurance policy as we receive day to day benefits which we felt was better suited to our lifestyle as my daughter has recently started attending daycare and has been to the doctor every second week. We phoned the broker and explained the situation. We were assured that the policy would be cancelled, but that a premium may be taken from our account, which would be refunded to us. The first premium of R2631 was taken on the 1st of April, we e-mailed a request to the broker to refund the money to us on the 2nd of April. On the 4th of May a second premium of R2631 was taken from our account. When we phoned the broker we were informed that we have to give a month's notice, and at best we might get one premium back. HOW IS IT POSSIBLE THAT THE CONTRACT DOES NOT HAVE A COOLING DOWN PERIOD?!! We are expected to pay R5262 for TWO days that we were on the policy. No one is communicating with us on this matter, we are not getting any feedback. We have a life cover policy and a savings plan with Momentum, which I will cancel if this is not resolved a,.s.a.p
