water account

In May month this year 2015 I notice a water leak out side my yard , then reported it to the water department at Mogale city they told me that they will send someone out to fix it , the very same month they send me a bill of R4500.00 due to the leakage witch was not on my side but on the side of mogale city, they told me that they will do investigation and after 3moths they will adjust the account I went to them on several occasions but it seems like I am walking against a brick wall , what ever I do I don't get help, my account is now standing at R35000.00 I have been in areas I am still paying my account<br> <br> Please help me!!!
