Useless Mogale city and DA councilor

I sold property the end of last year 2022 and till now I'm battling with the issue to get the electricity transferred to the new owner. Firstly, I did submit the documents and the request to cut off the electricity and to close the account, but it seems that they can't even carry out the request. In August 2023 I went back to them and found that the new owner is still using my account and still Mogale city doesn't do anything. To phone them, to email them is a waste of time. I even went so far as to get in touch with the DA ward councilor to look into this issue, but nothing came of it. It seems that between the DA and Mogale city it's a losing battle.
