Poor service from Mogale Municipality

I sold my house and the property was transferred to the new owners on 26 August 2019. I had to pay a deposit of almost R8000.00 to Mogale before the process of transfer could begin. All the necessary paperwork were handed in to Mogale. To this date, going on 9 months, I have heard nothing. There is a balance of more than R3000.00 owing to me. I have been to see them. I have written letters and nothing to date? No reply instead I am still being billed for property tax, sewage and refuse removal! Terrible service. It is impossible to take 9 months to finalize a account.#30in30.
