Non existent service

It has been 13 months for the muncipality to close my account and process the refund due to me. Telephone lines and enails are not answered and when uou get through to someone the either put the phone down or they transfer you to sn extension where no one answers. Can someone assist me to find out what the progress is on my account being closed and refunded.
