in need of guidance

I have been trying to get hold of the Fire Chief or Commander for the past forty five minutes. the fire dept gives me the west rand district municipalities number who in-turn gives me a building inspectors number who asks me to call mogale city who then gives me the fire dept number which is engaged. i then get through to the mayors office who gives me the main switchboards number at mogale city who gives me a direct line to the fire dept who gives me west rand district municipalities number (as the commander and acting commander are both at the office)which is engaged. its totally pathetic that a tax paying citizen has to go through hell just to talk to a person in-charge. purely cos the people at the bottom are uninformed.
