Ignorance is bliss when the City Council owes you money, but when you owe money... it's another story!

I sold my property in June 2016. During the selling process you are forced to pay a calculated fee upfront and get told that you will receive the difference when the property registers. It is now January 2019. I have been phoning and emailing, to a point almost daily, but getting absolute NO response. I still get monthly bills stating exactly the amount owing to me. This is extremely unprofessional and frustrating. When you call, if they answer, you get moved from pilar to post. Then if you get an email address, they ignore you flat. I have phoned emailed Zama Sigabi, Nomsa Motlatsie and Nomvula numerous times.
