***** billing at municipality

Mike from Mogale city (Billing). Estimated that i owe R99000.00 for water only from 2018/09/17 till today and during that time my water was coming out a little bit due to owing rates. Eventually i paid off my rates and now they told me im owing R99000.00. They refuse to give me a break down of how they got to this amount. Instead i was given someone who ownes flats as a sample. I need help please ive got all the documents for this.
