Mobicred Account ITC Update

I have a mobicred account that had fallen behind at some point and I have now paid up the account, however when I speak to Mobicred they advice me that the account is with ITCBA. Mobicred has never called or notified me of my account that will be handed over as per law. Regardless of this I have contacted ITCBA on numerous attempts and I was advised that I need to pay an amount of R1700 for my account to be removed or updated. My credit limit with mobicred is R5000 and I now have to pay a 3rd of my credit limit. The problem is I was willing to pay this just to get some assistance with removing my account from credit burea. When I call I am advised that I will receive banking details to pay in the R1700 however I never get any email or sms. Recently I cannot even get through to ITCBA. I need this resolved. According to law I should have been given a written notice of atleast 20 or 10 days before my account was handed over. I have never received a call, sms or email so I do not know what I am paying this R1700 for anyway this is more of a **** to me I have never seen this with any debt collector company before and this is beside the interest for my arrears I had to pay.
