Change of Vehicle Registration

I have moved to another province and on 17 October, I e-mailed *** to ask them to change my vehicle registration. To date I have had no response from them, when I phone customer care, they either put the phone down in my ear, or I hold on forever with no one answering when using option given. If my car gets ****** or I get hijacked, will Matrix replace me vehicle due to their non existent service?
