Bad tracking company

Its been 5 years this company has been debiting my account without their device being activated and every time you call in they will tell you someone will call you to activate the device, their accounts departments will always call you and you have to repeat the same thing to a point I went as far as revesing 3 debts due to poor service.

now they are involving attorneys to recover funds that they do not even deserve, I have asked for my device report till today they can not share worse they don't even have my car registration if I was to be hi-jacked how would they recover the vehicle because even their panic button was never activate.

if any one out there that knows how and where I can log a dispute for a full refund I would be grateful. I tried finding Ombudsman and I could not be assisted as they do not deal with such disputes.
