Consumer exploitation

I have a 2019 Mini with very low km's. The onboard computer display an error for transmission oil to be changed. I took in the car to have the problem fixed to be told that the diagnostics to see what the fault is will be R1500, this is only to generate a quotation to have the problem fixed if there is one???. This is consumer exploitation in the worst degree!!!!
