Midcity Property wants deposit but withholds rental contract.

My son is in the process of renting his first apartment through Midcity properties in Pretoria. They refuse to send him the contract to read before he has paid the deposit! This is ultimately rediculous. What are they hiding in their contract? How can they expect somebody to pay a deposit without knowing what the contract entails?
