Midcity poor service

I just moved in one of their flat in Pretoria, three days after moving in, I was told by the security that I can't park my car in the premissis because I didn't pay for parking. It is an open parking without shade and this was not discloed to me during the contract agreement. On the 8/08/2016 I found a letter of demand for electricity bill addressed to the previous tenant. I informed them that Ihe is no longer staying at that flat, the following day I was told to pay around R1200 to activate my account. when I went to Midcity offices Tshidi and the team told me that I have to pay that amount since they will cut my electricity. when I asked why they said it's for connection fee, I told them that this was not disclosed to me when I signed the agreement, they told me that Khwela power and Midcity are not one thing. When I asked why is this not done at ones the told me that they offer a flat without electricity so electricity is for me to sort out. so everyone who moves in will have to pay this connection fee. I paid 7950 for a 2850 flat including deposit so if I have to add the 1200 and the 300 for open parking it's almost R10000 for 2850 flat. you rip people no wonder why their flats are empty. how do you train you stuff? you trained them to give a flat without electricity? I hope this is not in South Africa
