Lights still in previous owners name at City Of Tshwane

Good afternoon,

My brother in-law lives in this flat that he is renting from Mid City. The water and lights were never put in his name so he paid on the previous tenants name at Tshwane (this was still to be done since 2015). They were behind on the lights and Tshwane cut the lights. They went to Tshwane today to pay the arrears amount and reconnect the lights but Tshwane refused to reconnect it without the previous owners ID copy. Only Mid City has the id copy of the previous owner and are refusing to help them with it so that Tshwane can reconnect their lights. They have really tried everything and not getting any joy from Mid City. It is Christmas next week and they have been without lights for almost 2 weeks now. It is the agencies responsibility to make sure when a tenant moves in that the lights is on the new tenants name. How is my brother in-law going to get the lights reconnected?

Your staff at Sunnyside is basically saying this is not their fault or problem. Their words to be exact was "he should have paid his lights and he would have been in this situation" This is unacceptable!
