Deposit refund

Mid City only paid back a very small fraction of the deposit my father paid, for a flat in January last year. I lived in the flat for a little under a year and the previous occupant had lived there for 4 years. When the previous occupant moved out, no inspection (by MidCity personnel) was conducted, yet when I moved out MidCity personnel conducted an inspection and as a result of the inspection not conducted when I moved in, they are charging my father over R4000 for all the discrepancies found (things like paint and nails on the walls). Issues that I found in that flat include (among other things)
