waiting 4 years for pay out

It's been 4years since I app**** for my provident. Surplus fund and I am still waiting for MIBFA to confirm when payment will be made.every time they say its is in process I am on pension and need the money like asp if this go on I will take this matter to someone that wil help me getting my money .every time I phone they say I must phone after 4 weeks only to hear the same story over and over its is costing a lot of money to phone them
