surplus funds

I have app**** for surplus 2 years ago, I have been going up & down submitting the necessary documents they requested & every time I am told that they are still busy with the process. Today, 2015-06-02 I went back again as I was told in March 2015 to only submit my proof of residence & still they are busy with the process. I need assistance please
