Surplus fund payment mibfa

I have app**** for my surplus fund by submitting all relevant documents but I didn't receive my payment as every time I call them the call centre agent told me that it take 2 to 3 weeks for payment after I have confirmed banking details which was done... It been longer than that and still no call and not payment. They told me it will be paid on the 18th December 2020 but I didn't get paid then they said il get paid by the 21st December. Nothing still... I called back which they even refuse to put a manager on the line... Eventually some1 told me that it still with the payments department and I have no contact to speak to them... I have no joy as no1 is helping me.. They keep saying it will be paid but I'm not receiving payment.. They keep giving me wrong information.
