provident fund not been payed out in 6 months

I personally gave in my papers requested by MIBFA. Was told 2-4 months for claim to be paid.. its been six months and every time I phone I am told everything is in order and they cant give me a reason for delayed payment. Why is it we always pay but when we claim it takes forever?
