Misleading info

I have app**** for a Surplus pension benefit. Completed the necessary documentation , all information was correct and sent to H/O Johannesburg on the 15/05/2015.After a month it was confirmed that our application was recorded and logged on their system . On the 8/07/2015 I contacted JHB offices for feedback on our claim.I was then advised by a consultant that our application is unsuccessful as my father passed away December 2007 and that the surplus benefit fund only came in operation from 1st April 2008 and that any application prior to this date does not qualify.This is extremely strange and unacceptable as according to the pension amendment act it was only done in 2007.<br> My father being employed and being a faithful contributor to Mibfa, his pension, for all the years, was never paid out to him or to my mother and this was confirmed by Mibfa's consultant telephonically, With regards to the act \Who can benefit and i quote
