MIBFA not paying out provident fund

My dad has been without work since the end of 2013, because of his health. In February 2014 his leg had to be amputated. He claimed his provident fund from MIBFA in 2013 already because we knew that he would need the finances. Up to date we have had no success. He has been phoning them several times a week but they only have excuses every time he phones. My parents are in a financial crisis because of this. We have the suspicion that there is no funds to pay out and that is why they have been making excuses for more than a year now. It does not help to visit them either and the manager is always on leave.
