Been waiting for almost year for my payout

I have submitted my documents in March 2014 to MIBFA and they have confirmed that my documents are all in order and the payout should be with in 3 months. 3 Months past and nothing ... called them and they said that the processing department is busy with my claim and that I should call back with in a week. This went on for months until November 2014 I was informed that my money will not be paid out and that they need to wait for the new budget... How pathetic is that!!!!!! I've been waiting for almost a year now and I don't know how long they are going to \stall"with the payment. I have called again today and I was told that it will be followed up and that I should call back within a week .. Here we go again ... """
