Bad services

I received an email from the the MIBFA telling me to contact a 086 number for the surplus money. I contacted that number and the phone ring indefinitely and goes back to switchboard. Then it like you starting afresh with your call but the charges on the call keeps increasing. Is this a **** by the MIBFA to ****** money from us by using this services.
