disabled people toilets for personal use

On the 26/12/2015 I went to the public toilet next to the ticket sale area next to fores**** entrance at cape town station (usually known as 1st class). When I enter the restroom it was almost fully the was a long queue. So I went to the disable people toilet as I'm living with disability. It was locked when I knocked and opened it, the cleaner and a friend when busy using it as office and chit chatting. And it was full of their belonging.
