Complaint regarding the registration of a new born

On the 08 March 2015, My doughter was born and the proof of birth was submitted to gems and also a month later the birth certificate not the Department of Health. Yesterday I received my payslip indicating that gems will be deducting R5 701.00 instead of R3 630.00 when I called the first lady I spoke to at gems told me its the Department that made the mistake and I called our finance section and I was also told that its gems that made the mistake and the transactions were done on the 16 April 2015, programme time 21:23. What I dont understand is that are the people employed by gems that *********** do not even understand the system they are using. The officials from the Department (Health) also told me that I have 4 children, thats according to what they can see from gems and apparently daughter has been registered twice. Then I called gems again and I was informed that a mistake was done on gems side now I would like to know why I was not informed in advance by gems so that I can prepare my self for this month as I do not have money to take care of things at home as gems have taken my money that I have worked for. The June month is too far.
