trenches have not been repaired!!

We had our pavements dug up a month ago. We are a business and are battling with our forklifts which get stuck in the trenches which have not been re-tarred. I have called and been told to email which I did, I was then sent a form to fill in which I did last week Tues. I have to date not heard a thing. I have called the number on the email, I get through to a receptionist who puts me through to the person, but it always goes to 'A VOICE MAIL THAT HAS BEEN DISABLED' and then boom, I get cut off and have to dial in again!! Funny how my home area was left almost perfect when this was done about 2 yrs ago, and now the area of our business has been left looking like a war zone. Is it because its a low cost area????
