Slow to approve much needed wheelchair for my disabled spouse

I have sent a doctor's motivation and a Dischem Quote for a wheelchair for my wife to replace an unrepairable one. She is totally impaired can't walk or stand, suffering intr alia from Alzheimer's, dementia, Parkinson's and is in a frail care center, and must now be carried around. After querying a week later why approval is not forthcoming I was informed that it can take two weeks or more and there is no way to expedite the process. I regard this as absolutely deplorable after they have received my monthly contributions for more than 28 years in time.
