Short payment

In April I went to the dentist who diagnosed me temporomandibular joint pain and referred me to a maxillofacial surgeon who I paid cash for the consultation on the the 10 June and I sent the receipt to GEMS for reimbur*****t and up to now I have not been paid. GEMS Short paid the maxillofacial surgeon for the consultation on the 17 June which was a follow up, they paid him R294.50 but paid GP's in full for the consultation on the 25 may R386 and another GP the was paid R422.10. For consultation on the 31 May A specialist paid less than a GP

I was called by the account department of the maxillofacial surgeon who said GEMS said they short paid because I had no funds but I called on Monday 28 June and I was told I had R1400 How ridiculous is it to pay a specialist less than a GP
