Do you like to put people's lives at risk because of an admin issue?

On Monday 30 April, I realised my mother would only have enough blood pressure pills to last until yesterday (7 May). I phoned the Contact Centre to arrange delivery for yesterday as we were going to be away last week. I was informed we owed R35.91, a figure I did not recognise. I was convinced I had made a payment recently for R35.49 so I assumed that the cents column was an oversight. The agent said that she was sure that was fine and organised for delivery for 7 May. I phoned today to enquire why there was no delivery, and was told we still owed R35.91 that is why there was no delivery. My question is why was I not informed - they've had over a week, have my cell phone number and e-mail address? Surely, the non-payment of R35 or so could be considered an oversight and should not trump the non-delivery of what could be vital medication? I paid the amount this morning and e-mailed proof of payment but no response yet.
