VW Radio Code Charges

I took my 2006 Golf V 2.0 TDI to Auto Electrician and it came back seeking the radio code. I searched for the code but could not find it so I requested the it from VW, who are charging me R400 for the code. I should have been provided with the code with the car but for some reason the radio manual is not in the car. I do not understand why must I pay for something that is not manufactured and does not need labour especially because I have the serial number and I know how to key in the code.
