Vehicle registration refund

I bought a preowned vehicle last year November from one of their branch at Pretoria VW Gezina, I done the registration myself and sent them the receipts to refund my money but up to date they are not willing to tell me when they'll be paying back my refund. I've called and emailed the preowned vehicle manager Mr. Arno but he's not willing to help me to sort my problem.
