Registration fee not refunded

I went to Burchmores auction on the 21st October 2017 and successfully bided a vehicle which is financed, submitted all the documents on the 25th October 2017 and managed to drive the car home with me on this day, however the problem is now with my registration fee being not refunded, I was told that it will be refunded within 7 days and to date (12th day) I’m yet to receive my refund, I made few follow ups with them and nothing is happening, I can’t even get the licence disk and roadworthy for my car because I’m depending on the money, this really sucks.
