Pre-owned Car no disc and permit expirtying

Purchased a car and was charged crazy service and delivery of R5200 no problem, however my car was damaged and was promised to receive it a week later had to call in to receive my car the bumper is not aligned by just took my car cause their had a given me a loan car which had an excess of R20 000 but the fault of the car did not lie on me. Now my permit is expirying today and I am told that the traffic department has a backlog......That's the worse service every experienced.
