Incomplete info provided during a sale

I have been to the traffic department to obtain the Natis document, however before they can issue the document. I need to pay R264.00 My question is who responsible to pay for that amount and why was it never mentioned to me what the requirements were prior to me wasting my time queuing for nothing.<br> <br> WHO IS GOING TO RE IMBURSE ME AS NO ONE INFORMED ME BEFORE TRADE IN WAS INITIATED???<br> Now that the car is sold I still have not received the cash back as promised but I am expected to pop out more cash get NATIS document.<br> <br> I was advised to provide details of the dealership which I did on the 4th Jan via my personal [Email Removed] till today no response.
