No letter of authority till today

My father passed away last year July and i app**** for the letter of authority and im still waiting for it till this day. people who in that office always have excuses why the have not processed the document, some of the excuses are: system off line, they are on leave and covid 19 cases. my father left a Will naming me and my brother of his estate. this is the master of the high court in soweto.
