Masters of the high court is not doing it's diligent work

dear sir/ madam. I wrote this letter to complain about my late father's assets. He passed away in 2013 June 30 and he was saved by 11 children. When I can to your office to assist you as I am part of that invistigation I was told nothing can be done. What I don't get from the masters office is this. They claim to serve and protect citizens of South Africa and say they do they own invistigation. If the masters claim to do they diligent job they could have found out if the deceased has depend look at maintenance court. I've a slow minded person know the drill. I've been sending mail to the masters and no response has came through. I believe there is froud going on there and protecting each other of they're doing
